Motor carriers operate the commercial trucks and buses that ply the nation's highways and are subject to myriad regulations to ensure safe operation. Safety regulations that involve moving vehicles are enforced by state and local police agencies, while safety regulations that involve the condition of a vehicle and its road worthiness are enforced by agencies that conduct roadside inspection.
For a long time, the inspection process was entirely paper based. Data was keypunched from forms filled in by inspecting officers. The quality of data was uneven and incomplete, because many findings would be lost in translation between the handwritten notes of the inspectors and the final report typed by keypunch operators.
To accommodate the increasing volume of roadside inspections, a data collection system using laptop computers was adopted. The accuracy of these inspections was greatly increased and the data entry simplified by incorporating 2-D scanners to read the vehicle and driver information into the system.
